Overview and Purpose

The webinar covers a $50 million funding opportunity titled "Unleashing Tribal Energy Development," issued by the DOE's Office of Indian Energy Policy and Programs. The primary goals of this Notice of Funding Opportunity (NOFO) are to:

  • Lower or stabilize tribal energy costs
  • Expand access to electricity and other energy forms
  • Advance energy projects for tribal economic development

The funding aims to support tribes in achieving energy self-determination and enhancing infrastructure, aligning with priorities to accelerate the deployment of affordable, reliable, and secure energy.

Key Dates and Funding Details

  • Total Funding Available: $50 million (expected to be awarded as grants and cooperative agreements)
  • Application Deadline: July 24, 2026, at 5:00 PM Eastern Time
  • Anticipated Selection Announcement: November 20, 2026
  • Anticipated Final Awards: February 3, 2027

Topic Areas

Applications must fall under one of three distinct topic areas. There is no cost-share reduction request required for this NOFO.

Topic Area 1: Tribal Community Energy Deployment Projects

Focus: The actual physical deployment of community-scale energy assets — generation, storage, energy efficiency, resiliency enhancements.

Max Award: $7.5 million.

Cost Share: 10% minimum.

Requirements: Projects must be shovel-ready. All pre-development studies must be complete. Technologies must be commercially proven and warrantied. An estimate of energy generated or saved must be included.

Topic Area 2: Tribal Community Energy Planning, Assessment, and Feasibility

Focus: Pre-development activities for community-scale projects — strategic energy planning, feasibility assessments, energy audits, and capacity building.

Max Award: $1.5 million.

Cost Share: 0% (none required).

Topic Area 3: Large-Scale Planning, Assessment, and Feasibility (New)

Focus: Planning and feasibility studies for large-scale, commercial energy development — off-take agreements, owner's engineering reports, and financial models.

Max Award: $2.5 million.

Cost Share: 0% (none required).

Notable Inclusions: This category allows for projects involving critical minerals, nuclear energy, and power development for AI data centers.

Eligibility

Eligible applicants include:

  • Indian tribes, including Alaska Native Regional and Village Corporations
  • Tribal and inter-tribal organizations or associations
  • Tribal Energy Development Organizations (TEDOs)
  • Tribal Colleges and Universities (TCUs)
  • Consortia, provided one member acts as the lead applicant

Projects proposing research and development, unproven technologies, or the construction of buildings rather than energy assets will not be funded.

Application Requirements

There is no limit to the number of standalone applications an eligible entity may submit. Required documents vary by topic area but generally include:

  • Standard Form 424 (Application for Federal Assistance)
  • Technical Volume and Work Plan (using provided templates)
  • Biosketches: A new DOE requirement replacing standard resumes. Applicants must use the National Institutes of Health (NIH) website to generate them.
  • Budget Justification and Tribal Council Resolution (or Declaration of Commitment)

Technical Review Scoring

Applications will be evaluated on the following weighted criteria:

Communication and Technical Assistance

  • Strict Q&A Protocol: DOE personnel cannot discuss individual project concepts. All questions must be submitted in writing to TribalGrants@hq.doe.gov no later than three business days before the application deadline.
  • Submissions: All application materials must be submitted through the IE Exchange portal.
  • Technical Assistance: The Office of Indian Energy offers separate, free technical assistance for tribes in the early stages of project planning. This TA program cannot be used to directly advise on or write an application for this specific NOFO.
