Program Overview
The DOE is making approximately $50 million in total funding available under this NOFO. The program aims to advance affordable, reliable, and secure energy through the development of Tribal energy resources. Funded projects are intended to lower or stabilize Tribal energy costs, expand energy access, and advance energy projects for Tribal economic development.
Eligible Applicants
Eligibility is restricted to the following entities:
- Indian Tribes, including Alaska Native regional corporations and village corporations
- Tribal and intertribal organizations
- Tribal Energy Development Organizations
- Tribal Colleges and Universities
Topic Areas and Funding Details
Applicants may submit under one of three distinct topic areas.
Topic Area 1: Tribal Community Energy Deployment Projects
Focus: Constructing energy assets and projects to serve the electric loads and support the energy needs of Tribal communities.
Requirements: Applications must be implementation-ready and rely on commercially proven and warrantied technology.
Award Amount: Up to $7,500,000.
Cost Share: Minimum 10% of total project costs.
Project Period: 24–48 months.
Topic Area 2: Tribal Community Energy Project Planning, Assessment, and Feasibility
Focus: Completing all pre-development planning activities necessary for the future deployment of community-scale energy projects.
Award Amount: Up to $1,500,000.
Cost Share: Not required (0%).
Project Period: 12–48 months.
Topic Area 3: Large-Scale Planning, Assessment, and Feasibility for Tribal Energy Projects
Focus: Pre-development activities for large-scale, commercial development of Tribal energy resources designed to generate revenue and enhance economic infrastructure.
Award Amount: Up to $2,500,000.
Cost Share: Not required (0%).
Project Period: 12–48 months.
Submission Requirements
- IE-EXCHANGE Portal: All applications must be submitted electronically through the IE-EXCHANGE site at ie-exchange.energy.gov.
- Required Registrations: Applicants must complete several one-time registrations before applying, including securing a Unique Entity Identifier (UEI) and registering with SAM.gov and Grants.gov. These processes can take several weeks.
- File Constraints: The IE-EXCHANGE site cannot accept files larger than 50MB; larger files must be broken into parts.
